Stores along the once-bustling Morley Avenue have been devastated by the impact of the COVID-19 pandemic and the travel restrictions preventing many Mexican shoppers from crossing the border. But perhaps no part of downtown Nogales has been hit harder than the first block of Grand Avenue, immediately adjacent to the Dennis DeConcini Port of Entry.

When the NI surveyed the block on the morning of Wednesday, April 21, and shortly after noon on Thursday, April 22, none of the 14 storefronts or two money changing windows were open. Nine storefronts were empty, and the five that still had merchandise inside were locked with chains and/or gates.
